Description: Programs that provide financial assistance for people who are at risk for having their utilities shut off; offer discounted utility services; provide disconnection protection; arrange for notification regarding pending disconnection; make available special services such as large print utility bills or levalized energy bill payment arrangements which support people's ability to make their payments; or supply wood, propane, butane or other fuel for heating or cooking purposes in situations where people have no other means of acquiring them. Services Provided: HELP stands for Home Electric Lifeline Program. HELP was created to provide qualified Rocky Mountain Power (RMP) customers with a discount off their monthly electric bills. The best way to apply for HELP is to apply for HEAT so that households can get the benefit of both programs. If the HEAT program is closed in the area where you live (which may be between May and November), you can find a HELP application on the "Applications" link to the left. Nevertheless, households CAN apply and qualify for HELP if they are not on HEAT if they meet the income eligibility requirements and are a RMP customer. All HELP applications are processed by Salt Lake Community Action Program in Salt Lake regardless of where you live in the State of Utah.
