1. Helps low income households pay a portion of their winter utility bill and/or emergency utility assistance to prevent shut-off.
2. Administers the Utility Moratorium Program to prevent winter utility shut-off between November 15 and March 15 each winter. 3. Provides a monthly discount for landline telephones for those who qualify. |
| Eligibility: | Households must be at or below 125% of poverty and be responsible for paying a utility bill such as natural gas or electric, or heats their home with other fuels such as wood, propane, coal, etc. |
