Emergency Assistance - counseling, crisis intervention; direct assistance including transportation, food, clothing, identification, birth certificates; employment services; access to medical and mental health care. 2. Emergency Shelter - separate homeless shelters for families, single men, and single women providing emergency shelter, counseling, case management, housing, and employment assistance. Community emergency winter housing - emergency shelter during cold winter months, November - March when main shelter is full. Ongoing case management and supportive services are provided.
